The title of actuary in Türkiye may be obtained by satisfying the requirements set by the Undersecretariat of Treasury. Applicants must meet the following basic requirements:
Basic Requirements
Hold a bachelor’s degree;
Except for offences committed through negligence, applicants must not, even if pardoned, have been sentenced to a fixed term of imprisonment, or to imprisonment or more than one judicial fine for breaches of insurance legislation; nor, regardless of the penalty imposed, have been convicted of dishonourable offences such as simple or aggravated embezzlement, extortion, bribery, theft, fraud, forgery, abuse of trust, fraudulent bankruptcy or abuse of office, or of smuggling, bid-rigging in public tenders or public procurement and sales, laundering the proceeds of crime, disclosing state secrets or tax evasion;
Not be bankrupt or have declared a composition with creditors;
Have a total of three years of professional practice or activity in actuarial units or departments of private organisations, public institutions or universities, or under the supervision of an actuary, either in Türkiye or abroad (this requirement does not apply to trainee or assistant actuaries);
Pass the actuarial examinations organised by the Undersecretariat of Treasury.
Actuarial Exams
Actuarial candidates must pass all examinations across the four levels administered by the Undersecretariat of Treasury. Assistant actuaries obtain the title of actuary upon passing the third-level examinations and satisfying the requirements above. Examination content is determined by the Undersecretariat on the recommendation of the Examination Organising Board.

Title Progression Path
For persons meeting the requirements above, the progression towards professional titles, without the three-year professional practice requirement at the initial stages, is as follows:
Trainee Actuary
Those who successfully complete the First-Level Examinations obtain the title of trainee actuary.
Assistant Actuary
Those who successfully complete the First- and Second-Level Examinations obtain the title of assistant actuary. (Candidates may not sit the Second-Level Examinations before successfully completing the First-Level Examinations.)
Actuary
Assistant actuaries obtain the title of actuary upon passing the Third-Level Examinations and completing three years of professional practice.
International Equivalence
Persons who have obtained the title of actuary through internationally recognised examinations or procedures are exempt from the First-, Second- and Third-Level Examinations. They are entered in the Register upon passing the Specialist Examinations and satisfying the requirements above. Foreign nationals must also obtain a certificate showing a sufficient score in the Turkish Language Proficiency Examination administered by TÖMER (Ankara University Turkish and Foreign Languages Research and Application Centre), or hold an equivalent certificate of Turkish proficiency recognised by the Undersecretariat.
